Project governance

The following institutions are responsible for the project “Accelerating climate action through the promotion of Urban Low Emission Development Strategies” (Urban-LEDS II):

  • European Commission: Contracting authority / financial support
  • UN-Habitat: Implementing agency
  • ICLEI – Local Governments for Sustainability: Major implementing partner

The Urban-LEDS II project is quite ambitious and complex. Governance structures with specific profiles and attributions were created to support its implementation at international, national, and local levels.

Local Structure

1. Local Political Management Committee (cross-sectorial)

Purpose: Decision-making and to define guidelines for the local implementation of the project , and to facilitate the integration of Low Emissions Development into Local Government’s policy, ensuring project’s implementation and monitoring. This group is not project specific rather integration into existing processes is sought.

Participants: Senior representatives of the municipal departments whose competences are related to the objective of the project.

2. Local Climate team

Purpose: Technical body committed to the goals of Urban-LEDS, who will work on the day-to-day project activities to deliver project’s products within established time limits.

Participants: Technical representatives of the Local Government´s relevant departments, generally including Urban Planning, Economic Development, Environment, Transport/Mobility, Housing, etc.

3. Local Stakeholders Group

Purpose: To promote convergence around local low carbon development options, and to give continuity to the work after the end of the Project. To share multi-sectorial perspectives and knowledge relevant to the formulation and implementation of local plans and strategies, including data and technical information. Mobilization, society awareness, capacitating local agents.

Participants: Interested parts representing the society in general including diverse levels of government, academics, business sector, NGOs, etc.

National structure

1. National Project Advisory Group (NPAG)

Purpose: These national stakeholders forums will act as a channel to for contributions and feedback of relevant actors for the project’s successful implementation in the national context. They will provide general advice and guidance on key questions and issues arising from the LEDS process, facilitate the creation of partnerships to support the participating cities, and act as a mechanism for national /sub-national integration.

Participants: Include representatives of the country’s model cities, the European Commission country Delegation, UN-Habitat in the country, the National Government , and other actors nationally relevant such as national associations, universities and technical institutes, business sector, finance sector, etc.

Global structure

1. Project Advisory Group (PAG)

Purpose: Platform to receive and share information globally relevant to the project’s progress, impacts, and challenges.

Participants: Project Steering Committee Members, Representatives of model cities Urban-LEDS, European Cities, other formal partners of the Project, as appropriated.
